A specialist is a directory of markdown. It declares a role, the technology signals that make it relevant, whether it is always on, and the specialties it holds. It ships no code. Adding one to a team is adding a directory; removing one touches nothing else.
Always on, or convened by signal
An always-on specialist skips selection entirely and receives the whole diff on every run — which is also where most of the token spend goes. So always-on is reserved for the specialists whose absence on any diff would be unacceptable. Everything else declares its file signals and earns the dispatch.
